I agree with Finnvitka, I doubt she fell asleep.
Though I do wonder why the tattooist agreed to tattoo an 18yr old on the face.

He's there to get paid, nothing else. Frankly, it's none of his business as to whether the girl will have trouble getting a job or anything with 3 or 56 stars on her face.
I call bullshit that she fell asleep, I've got one on my leg and part of it is close to my shin bone - close enough to make it vibrate while it was being done. I bit down so hard on the bottle of water I was drinking that I nearly broke the lid off.
Hell, the majority of it is on the side of my calf muscle and that hurt enough!

At the end of the day, if she really wanted 3 then when he looked confused (as she said he did) she should have held up 3 fingers (in fact most people would have done that anyway while explaining what they want) - a language barrier doesn't stop someone from counting.

What happened was she went in, asked for the stars all over the side of her face and when she got home her dad went apeshit, so she said it was the artist's fault.

Obviously he is just in the business for the money, because I know that if I walked into my tattooist and told him I wanted that doing he wouldn't do it.

Yeah, same for a lot of the tattooists I've met around here. But keep in mind we've probably not got the full story - he could have tried to talk her out of it but she might not have listened/understood and it went ahead anyway.
