Apparently there's a little more backstory to those - last time Avril did a meet and greet in the same location, she was assaulted, hence the cagey rules and regulations.

That said, $400 is utterly nonsensical.

I believe Wil Wheaton has a similar thing. Because he meets so many people he asks that there is as little physical contact as possible during photo ops to help his immune system along - no idea about the money thing though!
