Kissing and beyond is cheating, imo. However, the odd text chat that might get flirty isn't. As long as you're not plotting to elope together or meet up and become physical, and you're only getting your rocks off, it's no different to porn or thinking about whoever else while pulling the pork.

I guess it's different for everyone.

I wouldn't say it's just as bad but I'd be pretty miffed off and wouldn't want the person I was with hanging out with that person any more

Although I will say, this does tend to be an age thing, I notice it more between my older friends, and my younger friends do find it strange

That's probably a Euro thing though. We did this in my circle of friends as we met/parted, but only really moreso in our later teens.

That's the thing, isn't it? Different people have different tolerances. For me, it's all good. I don't really get jealous,and I'm confident that whatever happens, my other half will be coming home with me at the end of the night, regardless of who she's been kissing while out and about, so there's nothing to be worried about. I appreciate that's not a position that everyone's comfortable with, but it works for me.
